May 2024: Colorado River Redux

Everyone has known for years that negotiations between the seven states that comprise the Colorado River Compact to replace the 2007 shortage-sharing guidelines would be difficult. But 2026 is fast approaching. Where are we in these negotiations?

A number of positions have been staked out by the various parties to the negotiations. Five proposals seem more substantive. A recent blog from the Arizona Municipal Water Users Association provides an optimistic timeline, but also links to the various proposals. The really big players here are the Upper and Lower Basin states, but other proposals have truly interesting recommendations worthy of consideration.
