Groundwater Regulation in Arizona — Legal Pathways for State and Local Conservation Efforts

Speaker: Andy McCoy of the Arizona Attorney General’s Office 

Groundwater is one of Arizona’s most precious and least-understood natural resources. Andy McCoy of the Arizona Attorney General’s Office will provide a background on Arizona’s complex legal framework for regulating groundwater and lay out options for state and local governments to better protect their groundwater supplies. Andy is an energy, environment, and natural resources attorney and consultant for the Arizona Attorney General’s Office. Andy attended law school at the University of Texas School of Law in Austin. Before law school, he worked as an energy economist and utility reform advocate. Andy was born and raised in Phoenix.
