Abstract: A 40-Year Retrospective on the Granddaddy of all Arizona Groundwater Contamination Sites
Early ADEQ work in the 1980s led to the discovery of extensive groundwater contamination by VOCs extended from east to west in an elongated plume spanning 15 miles across the full width of Phoenix. Subsequent investigation and proactive ADEQ and EPA regulatory action contributed much early progress in understanding of the groundwater flow system and occurrence and extent of regional VOC contamination and identifying the major sources contributing to the commingled TCE/PCE contaminant plume. Due to the sheer size of the plume, the agencies ultimately divided the site at 7th Avenue into two halves, with EPA taking lead and designating the eastern portion as the Motorola 52nd Street Superfund Site and ADEQ overseeing the western portion as the West Van Buren Area WQARF Site. By 1994, EPA and ADEQ also compelled early groundwater P&T actions to address the Motorola source area at 52nd Street and capture westward flowing groundwater contamination along 20th Street at what became Operable Units 1 and 2, respectively.
